ANNUAL PARISH MEETING
MINUTES OF THE MEETING

Held in The Nicholls Hall
Wednesday 26th May 2004

Present:

63.2004 - Chairman's report:

63.1 Low cost housing - It now appears that this is unlikely to proceed in Lydford.
63.2 The Triangle - The enhancement scheme is now complete.
63.3 Home Guard seats - A licence authorising the parish council to place and keep these seats in situ has been granted by DCC. New plaques for them are now ready to be fitted. Mr Powne stated that the DCC solicitor has advised that we should continue to maintain the area around them to ensure that our claim for fifty years of uninterrupted access and maintenance is maintained.
63.4 The War Memorial has had an extensive clean, missing letters have been replaced and the names of those lost in the recent conflicts in Iraq added.
63.5 Community Beat manager - PC Callender calls to the Tuesday drop-in whenever he can.
63.6 Granite way - The Jubilee seat has now been placed into position.
63.7 Winter opening of the Public Convieances -Prolonged discussions between WDBC and this PC continue with the final outcome still to be agreed.
63.8 Dog fouling - It was reported that due to the ineffectiveness of the dog warden, the PC had decided not to continue to contribute to this scheme.
63.9 The web site is now proving effective and of benefit to the village as a whole. The enablement of Broadband to Lydford still appears to be unlikely. Mr Powne explained about the other options available.
63.10 Internet Cafι - Mr Powne detailed the offer from DCC for Lydford to become the Pilot Village for this scheme. No further details are available until it has been considered and agreed by the Nicholls Hall Committee.
63.11 Mucky Duck development - All planning issue relating to this development have now been resolved. Mr Powne stated that concern has been expressed to him about the condition of the Lydford House Hotel grounds and building. He stated that this was outside of the remit of the parish council.
63.12 The bridle way markers, recently installed in accordance with the Right to Roam Act, had been removed after complaints from the parish council regarding the positioning of them. 63.13 Mr Powne stated that a grant had been awarded to St Petrocs to enable the parish magazine to have extra pages, enabling the PC to advise parishioners of forthcoming events and general matters of interest.

64.2004 Questions from the floor:

64.1 Dr Palmer felt that the village should have "You are leaving Lydford" signs on all roads out of the village.
64.2 Mrs Harris thanked the members for the assistance they had given in her efforts to have the hedges near her property trimmed back.
64.3 Mrs Harris expressed concern over the new granite boulder bearing the name "Mucky Duck". Mr Powne stated that this was not a matter for this PC and should be addressed to Brentor PC for consideration.
64.4 Dr Palmer expressed, on behalf on behalf of all parishioners, his thanks for the work carried out by the members. Mr Powne thanked him for his kind comments.

There being no further business the meeting was formally closed by the Chair at 7.55pm.
