ANNUAL PARISH MEETING

MINUTES OF THE MEETING

Held in The Nicholls Hall

Tuesday 2nd May 2006

 

Present:

            A total of five parishioners were present

56.2006 – Chairman’s report:

Mr Powne reported on the past years events, highlighting the following main points:

The A386 – Mr Brian George of Highways had attended a meeting explaining that no funding would be available unless three fatalities had occurred. Mr Powne stated that the PC will continue to try and attain some form of safety measures at the junction by the Dartmoor Inn. VE/VJ Day celebrations – After securing some £4,500 from the Lottery the village enjoyed celebrations to mark the 60th Anniversary and a book of recollections, some sixty pages, will be available for distribution f.o.c. to everyone soon. Caravan Park ongoing problems with sewage smell continues and is reported to the environmental health officer for action. In addition, newly installed lighting is causing problems for those people who live opposite the park. The PC still awaits an answer from WDBC confirming the number of pitches the site is licensed for. Housing survey – The PC viewed the survey as unsatisfactory and fundamentally flawed it also did not answer the queries raised by parishioners and was not delivered to every house holders as should have happened. WDBC has stated that if affordable housing goes forward a new survey, in conjunction with a Parish Plan, will have to be carried out. Standards Board – Dr Meryick of the Standards Committee has visited the PC and explained the new legislation regarding Dual-Hatted members and the responsibility for declaring interests. Post Office – This has now been lost, although the shop remains open. The PC has met with Post Office Counters and attempted to find alternative premises and a person to run it. This has been unsuccessful although a satellite office will be operating soon from the Nicholls Hall run by the owners of the Mary Tavy Post Office. Mr Powne finished by explaining about the Precept and the costs involved, which are directly payable by Lydford residents, in the keeping of the Toilets open during the winter months. This was exasperated by this PC having to prepare budgets by Dec 31st and WDBC not advising the new costs until April this year. He explained that the PC budgeted for a £% increase when the actual costs have been increased dramatically by WDBC.

 After discussions with WDBC they have agreed to only increase by the amount budgeted for this year but have warned that they will look for a double increase next year. He concluded by stating that the PC Web site, which costs just £75 per year to operate, is now achieving in excess of 6,200 ‘hits’ a month.

57.2006 Questions from the floor:

57.1 Mr Skeeping enquired as to which days the Post Office would be operating? Mrs Holland explained that it would be Tuesday and Friday between the hours of 10.30 and 3.30.

57.2 Mr Lyon considered that if the toilets were to be closed this could cause problems for people who used them at weekends through the winter. It was agreed that this was a possible problem and all avenues of funding would be explored.

57.3 Mrs Rumsden stated that the parking of a van close to the junction of Hawthorn Park was dangerous and she had reported it to the Police on several occasions without success. PC Reed stated that he had spoken to the driver who was attempting to park elsewhere. Mrs Shadbolt wondered if the rear of the Triangle could be utilised for parking. Mr Powne explained that this was to be kept clear to enable the school coach to turn in this area. (It appears however that the driver of the coach does not use this area preferring to turn around in Hawthorn Park!)

57.4 Mrs Shadbolt reported a fallen tree in Skit Lane which would block the ditch when it rains. The clerk was requested to advise the Lengthsman accordingly.

There being no further business the meeting was formally closed by the
